Citizen Survey, and Context and Form Study Results

The El Lago City Council and the Planning and Zoning Commission (P&Z) conducted several public meetings in response to a formal request of zoning changes for a particular waterfront property for proposed land development. During these public hearings, comments from City of El Lago Mayor, City Council Members and various City officials were presented, in addition to public testimony. P&Z submitted to City Council a final report on amendments of the zoning ordinance, a description and draft of a new zone for consideration for possible high-rise development with no recommendation to implement and recommended a Long-Range Comprehensive Zoning Plan for the City of El Lago.

An Advisory Committee composed of one City Council Member and six citizens appointed by the Mayor and confirmed by City Council was formed. The Advisory Committee recommended contracting the services of Strategic Forecasting and Development for a citizen survey and with Lane Kendig, Inc. to perform a Context and Form study.

Correction: On page 6 of the 25-page "Context and Form Final Report", there is an error: The parks within El Lago should be Witty, McNair and Armstrong. Whitecap is not a public park, but a homeowners' area serving El Lago Estates.

Planning and Zoning Commission Structure, Duty and Authority

The Planning and Zoning Commission consists five (5) members and two (2) alternates. Each member is appointed by the Mayor and approved by City Council. The members serve as volunteers without compensation and are resident citizens, taxpayers and qualified voters of the city. There is a chairman who is elected by the members of the planning and zoning commission. The elected chairman is the zoning official of the planning and zoning commission.

Duties and authority of the Planning and Zoning Commission:

  • Post notice of meetings three (3) days in advance of meeting.
  • A public hearing notice is posted fifteen (15) days in advance.
  • Keep and maintain official zoning maps.
  • Establish and administer rules and regulations, not inconsistent with law, in order to carry out the provisions of the zoning ordinance and establish regular forms and records.
  • Maintain a record of all action taken in connection with their duties of the zoning ordinance.
  • Review development plans submitted to the City and make any needed recommendations so that the plans are in compliance with the zoning ordinance.
